Improper disposal of waste is a concern for public health and safety, property values, and quality of life. We investigate, remediate, and litigate disposal of waste in prohibited areas. 
TO REPORT ILLEGAL DUMPING OR BURNING CALL 349-2016 OR 349-2953
When you call to report illegal dumping or burning please be ready with as much of the following information as possible: name of responsible party, address where violation is occurring (or nearest intersection if address not known/available), type of material dumped or being burned and how long has site been an active dumping or burning location. We prefer that you also provide us with your name and contact information, however we do recognize that sometimes people wish to make complaints anonymously. We will investigate all complaints received but if we do not have contact information for the complainant it can delay or impede the investigation if we have trouble locating the site, we will also not be able to provide investigation updates.
The disposal of solid waste is governed locally by Monroe County Code Chapter 360 at the State level by Indiana Administrative Code Title 329 and Indiana Code Title 13, and at the Federal level by Code of Federal Regulations Title 40 .
The Monroe County Solid Waste Management District is tasked with enforcing these regulations in Monroe County, Indiana. Our philosophy is a simple one: Investigate, Remediate and Litigate. We will investigate all complaints received and try to determine who is responsible. For violations that exist on public property, we will remediate them as soon as possible. For violations on private property, the responsible party, if identified, will be responsible for the remediation, if no responsible party can be identified the remediation may be the responsibility of the property owner per 329 IAC 10-4-4. For all investigations where we are able to identify a responsible party under MCC 360-5(i), that individual may be subject to fines and/or other legal action as deemed necessary and appropriate by the MCSWMD and/or the Monroe County Attorney’s Office.
The MCSWMD only has jurisdiction over issues concerning solid waste as defined by 329 IAC 10-2-174. The following is a list of issues out of our jurisdiction and who to call:
Abandoned/junk/scrap vehicles – Monroe County Planning Department - 349-2560.
Septic Systems – Monroe County Health Department - 349-2543
Unkempt or uncut lawns – Call your Township Trustee.
To request community corrections for roadside litter pick-up call the Community Corrections Department 349-2000.
